On 05-12-2017, Investigators with the Beaufort County Sheriff’s Office Drug Unit arrested Emanuel Lee Ruffin, 30 years of age, of 1270 Mary Street in Chocowinity and Donnell Lamar Perry, 28 years of age, of 833 Boston Avenue in Washington.

Ruffin was charged with two counts of Trafficking in Opiates, Possession with Intent to Sell and Deliver Marijuana and Possession of Drug Paraphernalia. Perry was charged with Possession with Intent to Sell and Deliver Marijuana and Possession of Drug Paraphernalia.

Their arrest stemmed from Investigators receiving complaints that Ruffin is involved in the distribution of marijuana and prescription pain pills. Prior to 05-12-2017, Investigators made a purchase of prescription pain pills from Ruffin at East Coast Wings. During the purchase Investigators learned that Ruffin works at East Coast Wings and witnessed other people arrive and conduct drug transactions with Ruffin and other employees.

On 05-12-2017, Investigators conducted surveillance on East Coast Wings. Investigators witnessed Ruffin and Donnell Lamar Perry both employees of East Coast Wings conduct a drug transaction with an unknown male.

Investigators approached Ruffin and Perry while they were sitting in a vehicle. Investigators conducted a search and found marijuana packaged for resale and digital scales. Ruffin was confined in the Beaufort County Detention Center under a $40,000.00 secured bond. Perry was confined in the Beaufort County Detention Center under a $6,000.00 secured bond. More arrests are expected.
